Web Developer vs Web Designer: What Is the Difference and Who Do You Need?
A web designer decides how your website looks, reads and guides a visitor. A web developer turns that design into working code, connects the forms, payments and admin panel, and keeps it fast and online. Here is what each role does and which one a small business actually needs.
The short answer
A web designer works on what the visitor sees: the layout, colours, fonts, images, the order of sections and the words on the buttons. A web developer works on what makes the site run: the code, the hosting, the forms that send enquiries, the payment gateway, the admin panel and the speed of every page. The designer answers "what should this look like and how should it guide a visitor?" The developer answers "how do we build it so it works on every phone and stays online?"
For a small business the two roles usually meet in one project, and often in one team. What matters is not the job title on a profile but whether the person or studio you hire covers both halves, because a beautiful design that loads slowly loses enquiries, and fast code with a confusing layout loses them too.
What a web designer does
Design starts before anything is drawn. A good web designer asks who your customers are, what they search for, what they need to see before they call you and what action you want them to take. Only then do they plan the pages and the look. Typical web designer work includes:
- Sitemap and page structure: which pages exist and what goes on each one, for example one page per service so a visitor finds their answer in one tap.
- Wireframes and layouts for mobile and desktop, with the mobile version planned first because most Indian visitors arrive on a phone.
- Visual identity on screen: colours, fonts, spacing and photo style, matched to your logo and brand.
- Content hierarchy and copy direction: headings, what goes above the fold, where prices and contact details sit, and what the call to action button says.
- User experience details: how the menu opens, how forms are laid out, how a visitor moves from a service page to WhatsApp.
What does a website developer do?
A website developer takes the approved design and makes it real. On a small business project that means writing the front end code, setting up the back end where one is needed, and handling everything between your domain name and the visitor's screen. Typical website developer work includes:
- Front end build: turning the layout into code that renders correctly on every screen size and browser.
- Forms and integrations: enquiry forms that actually reach your inbox, WhatsApp links with a pre filled message, Google Maps, analytics and the Meta pixel.
- Back end and admin panel: a login where you can add products, packages or blog posts yourself without calling anyone.
- Payments: connecting a gateway such as Razorpay so customers can pay online, with confirmation emails.
- Performance and technical SEO: fast loading on mobile data, image compression, clean URLs, sitemap, structured data and correct meta tags.
- Hosting, domain, SSL and security, plus updates and fixes after launch.
Web developer vs web designer, side by side
The table below sums up where each role spends its time on a typical business website project.
| Web designer | Web developer | |
|---|---|---|
| Main question | How should it look and guide a visitor? | How do we build it so it works and stays fast? |
| Works on | Layout, colours, fonts, images, copy hierarchy | Code, hosting, forms, payments, admin panel |
| Typical tools | Figma, Adobe tools, a brand style sheet | Code editor, frameworks such as Next.js or WordPress, Git, hosting dashboards |
| Delivers | Page designs and a visual system | A live, working website on your domain |
| When it goes wrong | Site looks dated or confuses visitors | Site is slow, forms fail, site goes offline |
| After launch | Occasional new pages or a refresh | Updates, security, backups, fixes |
Where the line blurs
On large projects the roles are split across several people: a UX designer, a visual designer, a front end developer, a back end developer and sometimes a separate SEO specialist. On a small business website that split rarely makes sense. Most sites for a shop, clinic, travel agency or service firm are built by one small team where the designer understands what can be built cheaply and the developer understands why a section is placed where it is.
Website builders such as Wix blur the line from the other side. They let a non developer drag sections around, which works for a simple brochure. The limits show up when you need a custom booking flow, a fast mobile score or an admin panel shaped around how your business works. We compared that trade off in detail in Wix vs a custom website, and the same logic applies outside travel.
Who does a small business actually need?
You need both skills, and in most cases you should hire one team that has both. Hiring a designer and a developer separately means you manage the handover yourself, and the handover is where projects slip: the developer drops a section that was hard to build, the fonts change, the mobile layout gets squeezed, and nobody owns the result.
A simple way to decide what to look for:
- You already have a working site and only want it to look better: a web designer, with a developer to apply the changes.
- You have a design or brand ready and need it built, connected and hosted: a website developer.
- You are starting from scratch, or your site is old, slow and not bringing enquiries: one team that handles design and development together.
- You need online payments, an admin panel or a booking flow: make sure the team has real development experience, not only templates.
Questions to ask before you hire either one
Job titles are loose in India. Plenty of freelancers call themselves a web designer and build the whole site, and plenty of developers also design. Ask about the work, not the label:
- Can I see live sites you built and click through them on my phone? Screenshots alone are not enough.
- Who designs the pages, and who writes the code? Will I talk to them directly?
- What is the site built on, and can I edit content myself after launch?
- Is hosting, domain and SSL included, and what does year two cost?
- How fast does a finished site load on mobile data? Can you show a PageSpeed score of one of your live sites?
- What happens if a form stops sending enquiries three months after launch?
How we split the work at AlphaX
We are a small studio in Navrangpura, so the person who designs your pages and the person who builds them sit in the same office and work on the same project from day one. Design starts with your customers and your sitemap. Development runs on Next.js, so pages are pre rendered and load fast on mobile data, without a plugin stack that needs constant patching.
A real example: for Vinayak Holidays, an Ahmedabad agency that sells tours, air tickets and visas, the design work was giving each service its own page and destination pages with galleries, itineraries and inclusions. The development work was routing every form to the agency's email, sending each WhatsApp link to the team member who handles that service, and moving the site onto their domain without breaking their existing email records. Neither half would have worked without the other.

What it costs to hire a designer and developer together
Because we do both under one roof, our prices cover design and development in one number. Our plans start at ₹8,000, go to ₹12,000 with an admin panel and ₹16,000 with online payments, and the first year of hosting, domain and maintenance is included. Larger custom builds are quoted after we see the brief. Full details are on our pricing page.
Hiring separately usually costs more in total, because you pay a designer for files and then pay a website developer to interpret them, and any change goes back and forth between two people. If you are comparing a solo freelancer with a studio, our post on whether to hire a freelancer or a studio in Ahmedabad covers that choice, and how to choose a website design company in Ahmedabad has a checklist you can use with anyone.

Frequently asked questions
- What is the main difference between a web designer and a web developer?
- A web designer decides how a website looks and how it guides visitors: layout, colours, fonts, images and page structure. A web developer writes the code that makes it work: the build, forms, payments, admin panel, hosting, speed and security.
- What does a website developer do for a small business?
- A website developer builds the approved design into a live site on your domain, connects enquiry forms, WhatsApp and Google Maps, sets up an admin panel or online payments when needed, makes the site load fast on mobile, and handles hosting, SSL and fixes after launch.
- Do I need a web designer or a web developer?
- Most small businesses need both skills. If you are starting fresh or your site is old and slow, hire one team that designs and develops together, so nobody has to manage a handover between two separate people.
- Can one person be both a web designer and a web developer?
- Yes. Many freelancers and small studios do both, especially for business websites. Ask to see live sites they built and check them on your phone, because that shows both the design quality and the development quality at once.
- How much does it cost to hire a web designer and developer in Ahmedabad?
- At AlphaX one price covers both: plans start at ₹8,000, ₹12,000 with an admin panel and ₹16,000 with online payments, with the first year of hosting, domain and maintenance included. Custom builds are quoted on the brief.
